A lot of the work was already done in the 1970's by US steel. All they're doing is confirmation and re-costing. They're not starting from the exploration stage. End of 2012 is not an unreasonable timeline as the USA (Nevada) will do anything for jobs. They're desperate.
It's not like there is a lot of nasty chemicals being used. It's basically nothing more than a quarry.
