The difference being, KZL do not need to find enough copper to support building anything, they already have a facility so any copper could be put through with virtually no capitol expense. CDU need to build infrastructure.
The copper that is there will be extracted regardless of its size as it will come out with all the other stuff, its just a matter of whether it is judged to be copper dominant, and goes to KZL or gold dominant and still goes to KZL in a roundabout way.
