This is why imo... I reckon one of the two problematic foreign powers has hacked it to spy on the missile testing range. Using the Turret and mirrors located on the top of the vacuum telescope it has views over Holloman air force base and the White Sands Missile testing range.
Given this shutdown so soon after this FOXSI test at White Sands.... well... someone interested in this suborbital missile.
