He is up to 21.8%. He got to 19.9% then under the creep provisions, you are allowed to increase your stake by 3% every six months. He is more patient now instead of when he was buying his initial stake. Seems happy to soak up anything at 32c for now. At least everything he buys is removed from the available free float, making it even more tightly held.
