    Why i think it's the latter

    1. Debt was effectively given at $0.005
    2. Last capital raising occurred at effective price $0.009 (including options)
    3. Tanah Capital (significant shareholder) subscribed at $0.005 but not $0.009.

    You can see all the substantive investing is occurring between $0.005 and $0.009, with the more recent debt at $0.005 ($6M for 25% versus $55M @$0.015 undiluted market cap for 75%)
