Not sure how you achieve that kind of collaboration across the publicly listed rare earth producers in China though..at the end of the day, China wants to import rare earths as it has financial power to do so now. Why wreck your own environment when you can use paper money (u don't even need paper these days to have money) to buy the materials from overseas? Leave your own resources in the ground so that when war comes, you can still be self-sufficient.
