I think jb knows all the moves re making a nearology play look good ...and really there’s nothing wrong with that:
grab some tenements near as possible to a big find
spruik that the geology continues into your tenements
your tenement is “under explored”
poach some meaningful headcount from the big find - geo is perfect
get them to spruik a bit but often they don’t say too much because they don’t want to destroy their reputation 
Spruik even more re the potential eg “there is spod everywhere in the drc !!”
etc etc
would spending shareholders money on a mining licence be part of the above game ???
lets hope it was a sound management decision based on some facts re drilling NOT just part of the game
