No decision on Muga can be made until after the election - this is a ministerial decision weighing jobs V environment and they are utterly distracted if not constrained by 'caretaker' rules. The bureaucracy cannot advance the mine approvals.
Spain is politically divided by schisms and fractures, and there is a political party for every flavour.
