Here is a story told to me by one of the locals who lives in Gujarat, the state from which Modi emerged and the state where the Cambay basin lies....
The local farmers were suffering as a result of a drought. The elections for the area were coming up and the local opposition party promised to drill water wells for the farmers and committed $500 million to this task. They won the election. 5 years later, the farmers were still without water and the opposition party promised (if elected) to investigate the missing water from the wells. They won the election.
The new party's investigations found that there had been no wells drilled and that the $500 million had been shared among the previous ruling party politicians, for personal gain. Now in most countries, they would see this as a tragedy. Not in India. It was an opportunity! The new ruling government passed a resolution to remove the wells and committed $500 million to this task. So at the end of the day, ALL the politicians were well rewarded.
Still the farmers have no water.
Whilst I cannot authenticate the credibility of this anecdote, it may represent a flavour of the Cambay politics.
