Well if they are making the point that only small amounts can be done on borrowed money, and more can be done once the revenue starts to flow?

A whole lot of good will has got us zip so far!

Don't get me wrong, I have no problem with the locals sharing in the profits some what, as well as the government getting the taxes and the locals getting the power, just not sure of the logic of presenting the image moneys not a problem until revenues start to flow is all.
