On the rare occasion that you do discuss the stock in a post it suggests you're not reading the ANNs. If I talk about 25Ktpa then I must be talking about the commercial plant that will treat dirt from the 100Ktpa mining operation, not the pilot plant.
It makes sense to build a smaller, cheaper (~20-50Ktpa) plant that will generate plenty of cash to pay for a mill upgrade. They could stockpile the excess dirt until the first upgrade is complete and now I think about it, upgrading to 250Ktpa-1Mtpa would make sense if you're mining 100Ktpa and stockpiling the untreated ore. That way we're setup to treat the bigger volumes when the full permit is granted.
