Afaik Eskom don't run their own mines and so don't have any coal fines to briquett. Moreover the rationale of briquetting coal fines is their difficult handling and transport, which dictates briquetting plants to be build in close proximity of coal fines dump sites that in turn are usually located next to coal mines. So without a mining company's involvement I don't see how Eskom could establish a JV with WEC.
