Had to price at 4c if they were going to raise funds of $10M...this is 55% of their market cap! If shareholders were disappointed, they'd have sold the stock down further.

I agree – good acreage and the current price will be a distant memory after its put to good use.
Better to raise funds in one large lot than continually going back to shareholders. Look at MEO for example...raised at 22.5c & 25.0c - price now of $1+
