Statistical data from Portugal where possession and consumption of all illicit drugs were decriminalized more than 17 years ago indicate that 10% of people taking drugs become problematic drug users. If the sample can be said to be representative then the 50% figure would indicate that 9 million Australians are taken illicit drugs with 450,000 of them being problematic drug users or 1.8% of the total population.
