In the public playground and park near our house, those tiny press-seal plastic bags are regularly left on the grass, particularly after a week-end. My guess is that each one was used to contain a single issue of drugs. A new cheap synthetic drug in many countries is "flakka" and this is yet even more addictive than "ice".
