From a food security/vote-buying point of view it probably made sense as some stage to promote seed products and processed foods and the industries that grew with the growing demand...

However it does seem that if you view long term heath and well-being as a prime objective, that this strategy has backfired somewhat...

However if you view vote-buying, profitable businesses and supply chains and relatively cheap food manufacture, transport and storage as your prime objective, the strategy has been a raging success...
