We know they need LNG to commission the LNG tank at Pagbilao and we know they also need gas to commission the power plant. And we also know that their LNG vessel is anchored elsewhere.

I don't think they will move much further at Pagbilao until they receive the additional monies from their Philippines Bank.

And it's obvious that the Indonesian Banks are intent on keeping their money locked in their own bank. And where that leaves us with the Sengkang LNG Plant is another unknown!!!!!!
