Hi Oranje,
I've tried connecting the dots (all different ways) and the only way I can see EWUSA coming under the EWC banner is if they don't need any construction money for about 2 to 3 years.
Within that time period EWC may have sufficient cash and bank backing to accommodate what's being proposed in the US.
