With China, I would suggest that even a smaller tier 2 city network would be ok in this instance.

The reason - doing business in China takes patience and a demonstration of a good history or working relationships in the country, a smaller signing would be a more logical building block to a huge contract.

Of course, landing a 'whale' like Shanghai or Beijing is not out of the question but no one should be disappointed with a smaller city at this stage - look what blackmores did with a patient start and very small beginnings
