First they have to have a "granted" licence, I would have thought, before any drilling could commence?

Considering the PNG Mining Tenements site still indicates "Pending Renewal - Hearing Deferred" against the licence,  it would be highly unlikely.

you will also notice the two Applications, one to the left and the other at the bottom of EL 1093, mentioned in an earlier post -> 14341802  (The two applications (1883 and 1884), in the name of subsidiaries Positive Developments Limited, are noted as "Application - Assessment Complete")  seem to have vanished, i.e. no longer listed as applications, which can only mean the assessment that was previously noted, decided against these two applications.

Not long before the Quarterly has to be released - it will reveal what is and what is not going on
