Sorry to be so pessimistic with my recent posts but most know it's the 5% running the globe.
Some companies use the scenario you speak of and with hold certain information only to top up at reduced premiums then flow the information.
Some companies do it to get a back hander from a majority stake holder to take 100%.

Wherever big money is involved - stocks - currencies - sport - business and so on.
Regulators - govts are - well .........
