Not quite, as there are no grammatical articles such as "the" and "a" in neither the Russian nor the Ukrainian languages.
The Soviet republic was called the "Ukrainian Soviet Socialist Republic", the modern state "Ukraine" and the "the Ukraine" likely refers to the historic region.
