Firstly, ECTOC was given for free.

So, why would anyone with half a brain convert at 0.045 and then SELL the converted FPO at a higher price if it ever happens in a year or two.

Scenario: convert ECTOC and then SELL the FPO on market

ECTOC: 10,000,000
Convert price: 0.045
Total cost to convert excluding commission: $450,000

Now the person/entity trading have 10 million ECT
Assuming the price for ECT is 0.05 and the punter sells all 10 million ECT, they would get ~$500,00 assuming no commission
So, the profit is $50,000.

This is possible if someone has the $450,000 upfront and happy to fork it out.

Instead SELL 10 mil at 0.001 and get $10K (profit as ECTOC was free)
Using $10K @ 0.01 get 1 mil FPO

If FPO gets to 0.045, sell and make a profit of ~$45K
So, total profit is ~$55K

IMO, the ECTOC's most likely could end up in ELF in July 2019 so similar kind of "Project Bond" can be set up for future requirements.
So, more money in the coffers....they hope.

Other than that I do not see any value in converting the ECTOC unless SP is more than 10 cents well before expiry of ECTOC and stays above 10c for quite sometime so people can convert ECTOC and sell ECT.
