Now that may seem outrageous to a society brain-washed into believing in the paradise that democracy is, but democracy is about free choice isn't it? How conscionable is throwing out despots and leaving behind a bunch of mad tribesmen, freed up and armed to settle old scores. Peace and stability? yeah, right.

OK It says precisely this.... if you simply cannot get exploration permits nicely through the front door (or they take years which is the same thing) , well load up that brown envelope baby and get going!!!
Set aside your own morals, and accept (and yes, respect!) the REAL culture of another country, no matter how odious it seems. Pay up.
