About 4 weeks ago, relations were so tense that there was talk of litigation being a real option. I think this may have died down, and that with the report issued and the election near, Iemma will quietly give the go-ahead for trials, with a progress payment inevitably to follow. At the moment the heat is on for him to come up with something, anything, that looks like a positive, and from a political perspective, it would be convenient and positive for him to announce the trials will be underway soon - any blame for issues that may arise could be sheeted back to the company (and Sullivan) who has maintained since late last year that the system is ready for trials. Obviously Sullivan wouldn't have made such a statement if it were not correct - his reticence for hype is well known, and in my opinion well founded.
