Mike if Sullivan's statements are accurate, and he should know, that the system is ready for testing then surely the milestone payments should be met.
The question now is, will the alleged 'politically inspired delays' harm the bottom line? Or just delay payments? (which is not cashflow friendly either).
It is extraordinary that the govt determines readiness. Surely if the concerns are serious an independent assessment should be demanded.
If not then would that suggest that both parties have brokered a mutually beneficial outcome?
Just find it hard to accept that ERG's assessment of sytem readiness can be compromised in such a heavy handed way. Surely this govt action challenges ERG's integrity.
