Not sure, perhaps it does, but its not a $150m shaft for moving dirt, men and equipment to mine the ore, which is what I think the poster was implying. A shaft for this purpose was originally considered the likely option, but they seem to have found a far less costly solution. Ventilation shafts are much narrower and are pretty common in underground mines.
