Teddyward - None of the historical and third party wells are allowed to be used in a JORC compliant resource.
They must drill it themselves and od so according to the Australian JORC standard.
Yes, you are right about the need for more cash. If they dont get good hits on hole 3, and a fed permits... They wont get anymore money and its game over. But thats obvious.
