One of my brothers has a Phd in marine biology, he says the best solution for pass and your tributyltin is best dumped in the ocean, this is obviously because of dilution i guess. He also says governments don't always (probably if ever) take the most enviromentally friendly choice, he reckons its all about the $$$, he also works for the gov.
