This ensures product is delivered as intended with minimum dust spread. All doable but not simply a case of using a bulldozer to mix the 3 ingredients.
Then a question of bagging or bulk storage for distribution. Certainly the mixing stage could be started now but doubt Lyans would take that risk without signoff on the finished product which we know will not be forthcoming from existing regime.
Best to commit to ship existing WLP on a delayed shipping basis and expect a law change when current coalition are voted out at next election.
