Then if the proverbial hits the fan in their old portfolio the new minister will say it was before his time and the old Ministers will be no-where to be seen working on their new ministerial responsibilities.
A few ministerial staff might also get pinged but you can bet they will all be being shuffled about as we type - Ministerial staff either go with the Minister or get new jobs, internal department staff get reshuffled also.
No-one will be easily held accountable.
