Yes...the dilution is called the 'CATS'(Class Action True-up Securities).
I believe that this is the main reason the market has hammered CER.. they know the board and management will roll with any settlement on litigation, because they are out with fat pay checks.. and it's a clean slate for new board, at current shareholders (29ers)EXPENSE..
