"Down 16%" sounds like a prediction for the price of panels. The price drops (40% last year) which have caused massive pain for Australian panel importers is going to slow, largely because they are running out of price to drop below!
Providing Minister Ferguson can be kept from the Nelsonian approach to pricing solar and other competitors to fossil fuels ($1/W panels, I see no such thing, and I have the three year out of date Draft White Paper costings to prove it)solar may yet rise again in Oz in this business cycle.
Without that, SOO and the like will limp along until the ultrathin silicon and ultimately printed cell technologies drive prices and reseller margins so low that SOO and everyone else out of business.
