On the Phoenix Environmental Sciences website they have a recent (2018) PIOP "pre-clearance survey" listed and stating, you can access the full project report completed for the client by Phoenix.

I emailed them to get what must be a very interesting report, however the reply that came back was "Unfortunately there was no report produced for this project, well it effectively didn't go ahead for various logistical and commercial reasons, so while it is listed on our website, there is no report as such"
