    Dragon definitely lost in Vammala. Dragon did not want purify the waters, which are bad. The permit aurhority (LSSAVI) answered that this is OK, if you don't let the waters flow to river. Vaasa court decided, that this is not possible, and discharge should be regulated, which would mean limits for level and likely water purification. What is especially important is that Dragon is responsible for all the substances coming from Vammala plant, even ones based on old wastes of Outokumpu. It is not for Dragon to define the discharge levels, because there is binding EU water quality standard for nickel for example.

    300 kilotons was approved for Vammala by LSSAVI, but this was lost when the permit was denied by the courts. Dragon has been operated by "permit" of supervision authority ELY, which does not right give permits, just temporarily exceptions from permit, and this has continued for years..

    With regard to Orivesi, in Finnish publicity ELY (supervision not permit authority) is saying that they appeal Orivesi case to get regulation for cleaning the lakes and water limits during shut down of the mine. The requirement of ELY in public appears not to be for Dragon but against it.
    If you have any document, which would support the idea, that ELY would support Orivesi extension, that would be appreciated.
