What is the *point*?
Why would you offer less or equal to the market price? Especially, why would you make that offer when anyone interested in selling out at 28.5, 29 and 29.5 cents has already had ample opportunity to do so?
It's bizzare!
Strikes me that the only reason anyone would make such a silly offer is to pretend that you are no longer interested ('cause you are only making an unrealistic offer which obviously won't go anywhere) in the hope that the market will conclude that there is less interest in the target than was thought and maybe sell out for not much after all.
Not in the slightest interested in this offer.
