It's not unusual for companies to want to broaden their cornerstone investor base at various stages. Normally there would be some undertaking to support the stock and then participate in future cap raisings when needed. Not necessarily anything wrong with that but yes it does mean that existing shareholders are not invited.
If it's 25 Mil shares to raise $4mil then it's not the end of the world. Takes them to around 295 mil shares on issue plus any options.
Let's see how it plays out in coming days.
