So how come the other small company, offered its rights issue to people in the UK, Canada & 5 other countries ?

If it was hard to do or involved a lot of costs they would surely have gone down the same route & excluded those countries to.

The other company wasn't desperately trying to sell its products to these same countries like ALT are.

So I'm sorry your answer doesn't match up with the underlying facts.
