The European Union has admitted it failed to foresee problems that would be triggered by its policy to encourage motorists to drive vehicles which run on fuel from plants.
Revised reports say some biofuels do not reduce carbon emissions as had previously been thought.
The EU's environment commissioner Stavros Dimas is to issue new guidelines.
A couple of years ago, biofuels looked like the perfect "get out of jail free" card for car makers under pressure to cut carbon emissions.
Since then reports have warned that some biofuels barely cut emissions at all and others can lead to rainforest destruction or drive up food prices.
