    GOE's business model depends on
    i) businesses wanting to save money and recognizing that energy savings are a way of doing that - problem is that electricity is 1-3% of most business's costs and therefore ranks well done the list of potential savings
    ii) government policy or public opinion increases the perceived value of being a corporate 'good citizen'
    - government policy such as raising power prices, offering subsidies for efficiency or public rankings (aka shaming) are long-term tools such as publicly listed building and company energy efficiency ratings, unlikely to take effect for a year or more,
    -public opinion would need a driver but currently we the public are exhausted with following the Paris Climate Change agreements and debates, worried for our jobs and generally just wish the whole energy/charges/climate debate will go away.

    What then will drive GOE growth?
