CETO doesn't work more on the tides than the waves. The opposite is true, it harnesses wave energy not tidal.
CETO works by having an actuator extended and released repetitively which happens with each wave. The tide would perhaps extend and release the actuator a couple of times a day - not much energy to be produced there.
To produce power from the tide something like a propeller is needed to harness the flow of the tide.
Wave power's advantage over tidal power is that huge areas of the globe are suitable for it whereas the places suitable for tidal energy are comparably very restricted.
