I always assumed that the main thing that LLC brought to the table was project management, starting with solution design and pricing, proposal production, through procurement and delivery, and managing the risk of the entire process. Not sure that they actually have sparkies on their direct workforce?? I guess the question is whether CCE or LLC are best qualified to evaluate the required specialist sparky skills for the specific project, and therefore whether LLC or CCE are best to do the recruitment.
Hopefully CCE and LLC have worked out and agreed on the optimal split of responsibilities for projects performed by the JV, but if that's not the case I wouldn't be shocked...
