This is good
Why? - because it will have been a huge learning curve for them and a mistake they will not make again
They have been or will be locked into a fixed price to deliver the project

Of more concern is Citic getting their monster to work and show potential investors that it can be done -- there is a lot of eyes worldwide watching them
