Little bit of frustration spilling over on twitter with a few comments of "build the project not the community". Response was almost immediate of "without the community we don't have a project. Also, $13.7m spent on project, <$100k on school". Couple that with the news a few prospective lenders are local banks, and potentially some gov backing, and the strategy of what others have called feel good BS starts to show.
