The clock only starts on the EMA scheduled submission date. In November this is the 17th. If TIS, through BSI, were to submit responses on the 22nd of October, EMA would still record the submission date as the 17th of November and start the clock on that date. You're right in that the 17th is an important date (I wouldn't put it as high as crucial) because if the submission has not reached EMA by that date then the next submission date is the 22nd of December and that would be recorded as our submission date. Submission by 17/11 will see VG discussed during the December meeting whereas submission by the 22nd of December will see it discussed at the January meeting and so on...
