There's a possibility that this is actually a positive for IBA financially, if it means government guaranteed payments until that date. It depends on whether the extended time is due to ever increasing requirements being asked to be put into the system, or whether the delivery times are simply not being met due to poor software development management. If it's the latter, it most likely has it's roots in the previous iSoft management, and that could take some time to turn around.
The audit report blames the delays in part due to the ever expanding scope of what was being asked of the software, and if that's the case there is a strong argument that the developers should be paid more to implement the extra features.
