The failure of BCL in the Wardens Hearing should have given RTG the opening to have its application officially recognised and for RTG to have its own go at its own Wardens Hearing.

Unfortunately, a moratorium was put in place. In fact, I think the official rejection of BCL was due in fact to RTG giving an opinion that no moratorium can be declared with a pending EL renewal.

The official notice that BCL EL has not been renewed should have opened the door. Unfortunately, the moratorium shut the door again for the foreseeable future. Indefinitely is the official word. Till after the referendum is my opinion
