I feel that they are confident to have news before the buy-back ends. I always viewed the buy-back as offsetting the last set of options granted to management (and probably driven from the largest holder), so in that sense the price of around 1.50 - 1.60 does the job (of course the true reason for the buy-back may have been different but that was my take on it).
