If they can get the minister to sign off on the project then she's a goer,and why wouldn't they with employment and gmc following the rules,i would say last hurdle,as for the extension from old mate
Once we get the all clear what can he reallly do,if he is a business man then they will work something out,like i said it all hinges on the minister.
