hmmmm - well, I wouldn't be spending the money on the rail project now --
within 20 years we will have fully automated electric trucks running freight - and, 10 billion to spend on the road infrastructure which we are definitely going to need
a project with a 130 plus year return at present is bloody stupid IMO
